If skills are the bundles, tools are the individual actions inside them. The Person Skill contains tools like "Get Person Profile," "Get Communication Records" and "Get Group Membership." When you add a skill to an agent, all of its tools come with it by default.

For most organizations, the built-in skills and their tools cover everything staff need. You won't often need to think about individual tools. You assign the right skills and the tools come with them.
